Important Update for Exporters and Agents – Mexico Footwear Import Regulations. BFI El Salvador – Trade Information Notice

Dear Partners,

A recent regulatory development in Mexico that directly impacts trade operations. On August 28, 2025, the Government of Mexico, through Secretary of Economy Marcelo Ebrard, published a decree in the Official Gazette suspending the temporary importation of finished footwear under the IMMEX program.

This decision comes as a response to the misuse of IMMEX, originally intended for the temporary import of components and raw materials for export manufacturing, which was being applied to finished footwear imports without paying VAT or tariffs. The measure aims to protect Mexico’s domestic footwear industry, safeguard employment, and restore competitiveness.

📌 Key Highlights:

  • The suspension applies only to finished footwear.
  • Components and parts of footwear may still be imported under IMMEX, provided they undergo processing in Mexico.
  • Finished footwear must now enter under the definitive import regime, subject to tariffs (minimum 25%) and VAT.
  • This policy is expected to reduce contraband practices, support national producers, and preserve thousands of jobs.
  • For Salvadoran exporters and our global partners in WCA World and IAM Movers, this regulatory change is highly relevant when planning shipments to Mexico. BFI El Salvador stands ready to advise, coordinate, and provide compliance support to ensure smooth operations and avoid delays or unexpected costs.

Should you require detailed guidance on customs regulations or destination services in Mexico and Central America, please do not hesitate to reach out.

El Salvador is transforming, Let’s move forward together

I’m Haicel Paiz, Commercial Manager at BFI El Salvador and Moving El Salvador, and I’d like to share a genuine and personal perspective on the changes taking place in our country. As a Salvadoran woman and a logistics professional, I’m truly excited to see how El Salvador is making steady progress toward development, stability, and new investment opportunities.

The improvements in security, infrastructure, and the economy are real, and they’re evident in everyday life and business operations. With the recent re-election of President Nayib Bukele, the continuity of a national project focused on growth and order has been reaffirmed. Regardless of political views, what we’re witnessing in practice is a more attractive country for the world, with a clear vision and strong growth projections.

International organizations such as the World Bank project El Salvador’s economy to grow by 2.7% in 2025, reflecting a positive outlook.
In addition, the Development Bank of Latin America and the Caribbean (CAF) has approved $1.445 billion in funding for regional projects, including El Salvador, targeting infrastructure, urban mobility, and education.
This is a clear sign of international confidence and confirmation that our country is now seen as a land of opportunity.

At BFI El Salvador and Moving El Salvador, we are embracing these changes with both enthusiasm and responsibility. Our mission is to be the best logistics partner for our clients and agents — from freight forwarding to international relocations, we approach every project with passion, professionalism, and a deep commitment to showcasing the best of El Salvador.

I warmly invite those who don’t yet know El Salvador to visit, invest, connect with us, and discover what we can build together.
We’re ready to welcome new projects, new partnerships, and new challenges — and we’ll meet them with the same heart and dedication we’ve given every operation, every client, and every family.

Thank you for trusting in us.

With appreciation and vision for the future,

Haicel Paiz
