El Salvador is moving toward a more digital, integrated, secure and data-driven customs environment.
The modernization framework presented by the Salvadoran Customs Authority addresses four strategic areas:
Technological modernization
Infrastructure modernization
Simplification of customs processes
Regional logistics efficiency
For importers, exporters, manufacturers and international logistics partners, these developments represent an opportunity to achieve greater traceability, efficiency and predictability.
They also create new operational responsibilities.
As customs processes become more automated, companies must ensure that product descriptions, tariff classifications, commercial values, certificates of origin, permits and supporting documents are complete and consistent before a declaration is transmitted.
At BFI El Salvador, we closely monitor regulatory, procedural and technological developments to help our clients prepare their operations before cargo arrives.
Explore the Complete Customs Modernization Information
We have prepared two downloadable resources containing additional information about the modernization initiatives presented by El Salvador Customs.
Customs Modernization Presentation
Review the expanded presentation covering SIGAES, Aduana 360, the Integrated Customs Intelligence Center, infrastructure projects, process modernization and regional logistics integration.
[VIEW THE CUSTOMS MODERNIZATION PRESENTATION]
Executive Summary
Download the executive summary prepared by BFI El Salvador, including the four modernization pillars, operational implications, potential risks and recommended actions for companies.
[DOWNLOAD THE EXECUTIVE SUMMARY]
The downloadable documents summarize information presented regarding the customs-modernization roadmap. Companies should always verify current requirements, implementation dates and operational procedures through the official publications of the Salvadoran Customs Authority.
Four Pillars of Customs Modernization
The transformation described in the presentation goes beyond the implementation of new platforms. It involves technology, physical infrastructure, simplified processes and regional coordination.
Companies must prepare their personnel, internal procedures, product data, documentary controls and contingency plans to operate effectively in this new environment.
1. Technological Modernization
Technology is one of the principal components of El Salvador’s customs-modernization strategy.
The initiatives presented include:
The Customs Management System, SIGAES
Aduana 360
The Integrated Customs Intelligence Center, CIIA
The Trusted Operator Portal
Artificial-intelligence-assisted customs tools
Electronic traceability
Institutional system integration
Progress toward paperless customs processes
These initiatives are intended to strengthen customs control while facilitating legitimate trade.
SIGAES: A New Customs Management Environment
The proposed Customs Management System, known as SIGAES, is positioned as a central platform for the digital transformation of customs operations.
According to the modernization presentation, its anticipated capabilities include:
Reduced use of physical documentation
Electronic management and storage of customs information
Institutional coordination with entities involved in foreign trade
Electronic validation of certificates of origin
Digital management of customs transits and cargo transfers
Faster processing of rectifications
Support for high-volume declarations
Integration of free-zone and DPA operations
Remote access from different devices
Greater support for courier and e-commerce operations
The presentation also highlights the possibility of processing declarations containing more than 1,000 items without unnecessary fragmentation.
For companies managing extensive product catalogs, this could create important efficiencies. However, it also increases the need to maintain accurate product databases and consistent tariff classifications.
What Should Importers and Exporters Do?
Companies should review and strengthen:
Product master data
Commercial descriptions
Tariff classifications
Supplier instructions
Customs values
Country-of-origin information
Free trade agreement documentation
Permit controls
Technical product records
Internal document-approval procedures
Electronic recordkeeping
Contingency plans for system changes
A digital system can accelerate a correctly prepared operation, but it can also identify inconsistencies more quickly.
Aduana 360 and Mobile Customs Services
The modernization presentation describes Aduana 360 as an official mobile environment intended to bring together customs services that have traditionally been managed through different systems.
The concept presented includes:
Importer registration
Air waybill traceability
Electronic labels
Travel declarations
Vehicle declarations
Electronic anti-bribery forms
Electronic SAC services
Customs Status Verification, VEA
Spanish and English access
Availability for Android and iOS
An artificial-intelligence assistant trained using Salvadoran customs information
A centralized mobile platform could improve access to information and allow users to monitor certain procedures more efficiently.
Nevertheless, companies should maintain controlled document repositories and operational contingency plans during every technology transition.
Paperless Customs Requires Better Information
A paperless customs environment does not eliminate documentary responsibility.
Instead, it increases the importance of accurate electronic records.
Every transmitted field should be supported by commercial, technical and legal evidence. Invoice descriptions, quantities, weights, values, origin records and tariff codes must remain consistent across all documents.
Before cargo departs, importers and exporters should confirm:
Who is responsible for validating the documents
Whether the tariff code has been reviewed
Whether permits are required
Whether preferential origin can be supported
Whether the declared value is properly documented
Whether technical information is available
Whether all documents contain consistent product information
The best moment to resolve a customs issue is before the shipment arrives.
Integrated Customs Intelligence Center
The Integrated Customs Intelligence Center, CIIA, is presented as another important component of the modernization strategy.
Its purpose is to strengthen real-time customs decisions, inspection capacity, traceability and risk analysis.
Technologies identified in the presentation include:
More advanced controls can improve security and facilitate the identification of risk.
They also make documentary consistency increasingly important.
The commercial invoice, packing list, transport document and customs declaration should all present the same information regarding the merchandise.
Any unexplained difference may generate additional questions or inspection activity.
2. Infrastructure Modernization
Technology must be supported by adequate physical infrastructure.
The modernization strategy includes developments associated with airports, border crossings, inspection areas and customs-control equipment.
The presentation identifies projects related to:
Modernized passenger-arrival facilities
Physical-inspection areas
Customer-service spaces
Continuous customs operations
New infrastructure at La Hachadura
Modernization associated with El Poy
Specialized customs and logistics training
New inspection and surveillance technology
Airport Customs Infrastructure
The new passenger terminal and customs areas described in the presentation incorporate:
Physical-review areas
Waiting rooms
Value-counting facilities
Customer-service offices
Technology for safer inspections
Continuous operations 24 hours a day, seven days a week
Increased capacity for passengers and merchandise
These developments are intended to provide safer, faster and more efficient customs services.
La Hachadura Border Crossing
The new infrastructure planned for La Hachadura is intended to modernize customs and migration control between El Salvador and Guatemala.
The project seeks to improve the management of:
Imports
Exports
Customs transits
Tourist movement
Cargo inspections
Binational coordination
For companies using land transportation, improved border infrastructure may help reduce uncertainty and increase operational capacity.
However, correct advance documentation will remain essential.
3. Modernization of Customs Processes
The third pillar focuses on simplifying procedures and reducing customs-processing times.
Faster clearance may provide several benefits:
Greater predictability
Reduced cargo dwell time
Lower storage costs
Better transportation planning
Improved inventory control
More efficient use of infrastructure
Increased regional competitiveness
Nevertheless, faster systems require better preparation.
A missing permit, generic merchandise description, unsupported value or incorrect tariff code may interrupt an otherwise efficient operation.
Companies that review their customs information before shipping will be better positioned to benefit from simplified procedures.
4. Regional Logistics Efficiency
Regional integration is especially relevant for cargo moving between El Salvador, Guatemala and other Central American markets.
The modernization presentation highlights initiatives related to:
Binational border coordination
Electronic transit traceability
Advance cargo control
Faster DUCA processing
Coordination at regional ports
Customs presence closer to the cargo’s origin
Reduced transit and logistics times
Improved fiscal control
Integration Between El Salvador and Guatemala
The presentation includes information about the binational operation at the Anguiatú border crossing, where coordinated service seeks to reduce processing times and improve cargo movement.
The complete operational figures and additional context are available in the downloadable presentation.
[VIEW REGIONAL INTEGRATION INFORMATION]
Peripheral Customs and Advance Control
The modernization framework also describes the possibility of Salvadoran customs presence at:
Puerto Santo Tomás de Castilla
Puerto Barrios
This model could allow greater cargo control from its origin and improve the coordination of merchandise moving through Guatemala toward El Salvador.
Potential benefits include:
Advance fiscal control
Faster DUCA processing
Improved transit security
Reduced logistics costs
Greater cargo visibility
Better regional coordination
Tariff Classification Before Shipping
Tariff classification is one of the most important decisions in an import or export operation.
It determines more than the applicable customs duty.
An incorrect tariff classification may affect:
Import duties
Value-added tax
Preferential tariff treatment
Import permits
Restrictions
Customs inspections
Rules of origin
Statistical reporting
Supporting-document requirements
At BFI El Salvador, our customs team reviews:
Detailed product descriptions
Materials and composition
Technical specifications
Commercial use
Product function
Country of origin
Catalogs and photographs
Safety data sheets
Manufacturing information
Suggested tariff codes
Applicable tariff treatment
Required permits and restrictions
The Salvadoran Customs Authority authorized an updated merchandise-classification procedure on January 19, 2026.
Depending on the product, the application may require:
Technical specifications
Catalogs
Photographs
Composition details
Safety data sheets
Drawings
Diagrams
Manufacturer information
A physical product sample
The official procedure allows online or in-person filing. The published response time is 10 business days, although the period may be extended when additional investigation or analysis is required.
BFI can assist clients in organizing the technical information needed for a classification request or advance ruling.
Final tariff-classification determinations remain within the authority of Salvadoran Customs.
Immediate Customs Selectivity Monitoring
After a customs declaration is transmitted, the assigned selectivity result determines the next stage of the clearance process.
Depending on the merchandise and customs regime, the operation may require:
Documentary validation
Physical inspection
Technical information
Clarification of declared values
Verification of quantities
Review of tariff classifications
Additional supporting documents
BFI El Salvador provides:
Immediate monitoring after declaration transmission
Review of the selectivity result
Documentary follow-up
Coordination of physical inspections
Presentation of technical information
Clarification of values, quantities and tariff codes
Coordination with Customs and cargo terminals
Payment monitoring
Cargo-release coordination
Continuous status updates
Transportation and final-delivery coordination
Our objective is to respond promptly and maintain operational control through final cargo release.
Immediate Verification at the Consignee’s Premises
For applicable and authorized operations, Salvadoran Customs publishes a procedure allowing merchandise to be transferred under customs control from the customs office of entry to the consignee’s premises.
The merchandise may then be unloaded and verified at the authorized location, subject to the requirements and controls established by Customs.
BFI can review the operation and help determine whether this procedure may apply to a particular shipment.
Official Digital Customs Services
The Salvadoran Customs Authority currently provides access to several online services, including:
SIDUNEA World
Integrated Customs Payment System, SIAP

BFI El Salvador — Your Secure and Trusted Logistics Partner in El Salvador.
El Salvador has become an increasingly important manufacturing and export platform in Central America. In addition to its established textile and apparel industry, the country now participates in the production and export of electrical and electronic components, medical products, plastics, automotive parts and other higher-complexity manufactured goods.
These industries operate under strict production schedules and international buyer commitments. When merchandise is time-sensitive, airfreight provides the speed, connectivity and flexibility required to keep the supply chain moving.
At BFI El Salvador, we provide complete air export coordination from factory pickup and customs clearance to airline delivery and departure monitoring. Our local presence includes an office in the cargo area of El Salvador International Airport (SAL) “ Óscar Arnulfo Romero y Galdámez”, offices in San Salvador, Santa Ana and Acajutla, and a strategically located 1,100 m² warehouse for secure cargo handling, consolidation and temporary storage. This nationwide coverage allows us to closely coordinate exports from El Salvador’s main industrial, commercial and port areas.
Priority Handling for Manufacturing Exports
Manufacturing cargo is not simply another shipment. It may represent an urgent purchase order, a production commitment, a replacement component or merchandise required to prevent an interruption at destination.
Our team understands the operational priorities of:
Textiles and finished apparel
Samples, prototypes and replenishment orders
Labels, trims and production materials
Electrical and electronic components
Medical products and specialized devices
Automotive and machinery parts
Plastics and specialized manufactured goods
High-value and time-critical cargo
Every shipment is evaluated according to its commodity, dimensions, weight, required delivery date, handling requirements and available airline capacity.
Air Cargo Connections from El Salvador
Export cargo from El Salvador can access important international markets through dedicated freighter services, express networks and passenger airlines offering cargo capacity.

When Is Airfreight the Best Option?
Air export is particularly suitable for:
Urgent production orders
Samples and prototypes
Apparel replenishment
Electronic components
Manufacturing inputs
Replacement parts
High-value merchandise
Medical and specialized products
Cargo required to prevent production delays
Orders with strict delivery deadlines
When timing is critical, confirmed space and accurate documentation are essential. A missed cut-off or documentation discrepancy can affect an entire purchase order and the buyer’s supply chain.

In-House Customs Brokerage
Correct export documentation is essential for air cargo. Differences in quantities, values, commodity descriptions, tariff classifications or supporting documents can delay acceptance and cause a shipment to miss its scheduled flight.
Our in-house customs capabilities allow closer coordination between the commercial, operational and customs stages of every export.
We provide support with:
Advance documentation review
Export customs declarations
Tariff-classification review
Customs inspections and follow-up

New Opportunities for Importers, Exporters and Salvadorans Abroad
El Salvador continues to strengthen its position as an attractive destination for tourism, investment, international trade and business development.
The expansion of tourism infrastructure, new international hotel projects, increased commercial activity and the modernization of customs processes are creating new opportunities for companies, investors, importers, exporters and Salvadorans planning to return or establish a temporary or permanent residence in the country.
At BFI El Salvador, we help our clients navigate these opportunities through integrated logistics, customs, transportation, warehousing and international relocation solutions.
With more than 17 years of experience, our own customs brokerage operation, specialized personnel and strategically located infrastructure, we provide local expertise and complete coordination for shipments entering or leaving El Salvador.
Official source: The information regarding tourism development is supported by official announcements on the growth of real estate, tourism and coastal investment in El Salvador. These developments are generating new opportunities for international investors, importers, exporters and logistics service providers.
El Salvador will observe its traditional August holiday period from August 3 through August 6, 2026, in connection with the festivities honoring the Divine Savior of the World.
BFI El Salvador will close its offices only on Thursday, August 6.
During the rest of the holiday period, our team will remain attentive to emails and available to coordinate urgent operations, respond to international partners and follow up on active shipments.
Customers and overseas agents are encouraged to send documentation and operational instructions in advance whenever possible.
Extended Hours for Physical Customs Inspections
The General Customs Directorate has announced extended operating hours for physical cargo inspections at selected customs facilities, including border crossings, ports, airports and inland customs locations.
This measure provides additional flexibility for the inspection and clearance of imported and exported merchandise and can help logistics operators coordinate shipments more efficiently.
The extended schedules may vary depending on the customs office and type of operation. Clients should consult the official notice for the complete list of participating facilities and operating hours.
At BFI El Salvador, our customs team continuously monitors official announcements and regulatory changes to anticipate requirements, coordinate inspections and reduce avoidable delays.
Customs Benefits for Salvadorans Returning Home
Under El Salvador’s Special Law on Benefits and Protection for the Salvadoran Diaspora and Persons in Human Mobility, eligible Salvadorans residing abroad may obtain important customs and tax benefits when bringing household goods, vehicles and work equipment into the country.
The current administrative provisions apply to Salvadorans residing abroad who intend to return or establish a temporary or permanent residence in El Salvador, including for vacation-related stays, subject to the requirements established by the corresponding authorities.
Household Goods: Benefits of up to US$100,000
Eligible Salvadorans may import household goods with an exemption from import duties and taxes, provided their total customs value does not exceed US$100,000 per family group.
The benefit may be exercised through one or several customs declarations, allowing belongings to be imported gradually or through multiple shipments, subject to the applicable requirements and procedures.
Household goods may include:
Furniture and household furnishings
Appliances
Kitchen and dining articles
Clothing and personal belongings
Electronics intended for personal use
Books, decorations and recreational articles
Other new or used household items
The articles may be new or used, provided their quantities and characteristics demonstrate that they are intended for the domestic use of the importer or their family and not for commercial resale.
If the customs value exceeds US$100,000, taxes may apply to the excess in accordance with the applicable provisions.
Benefits for Work Equipment
Eligible beneficiaries may also import up to US$100,000 in tools, equipment and other qualifying work implements required to perform a profession, trade or productive activity.
This benefit may also be exercised through one or several customs declarations, provided the applicable requirements are met and the goods are imported within the corresponding legal period.
The quantity and nature of the equipment must be proportional to the professional or productive activity to be performed.
Goods intended for resale, ordinary commercial inventory and consumer products generally do not qualify as work implements under this benefit.
Importation of Qualifying Vehicles
The law also provides benefits for the importation of up to two qualifying light vehicles per family group, subject to ownership, age, condition, classification and retention requirements.
Vehicle eligibility must be evaluated individually before shipment because restrictions apply according to the vehicle’s age, condition, use and technical characteristics.
For this reason, we recommend verifying eligibility and obtaining a preliminary customs assessment before purchasing or shipping a vehicle to El Salvador.
Important clarification: The official customs provision clearly establishes the US$100,000 maximum for household goods and a separate US$100,000 maximum for work equipment. For vehicles, it refers to up to two qualifying light vehicles rather than establishing another general US$100,000 category. Review the official DGA-016-2025 provision.
Salvadoran Students Returning from Abroad
Salvadoran students returning after completing a period of study abroad may also explore the benefits available under the law, provided they meet the corresponding eligibility and documentation requirements.
Books, clothing, electronics, personal effects, apartment furniture and other belongings accumulated during their time abroad may qualify as household goods when they are consistent with personal or family use.
Before selling, donating or leaving these belongings behind, students should request an individual review of their case. Depending on shipment volume, destination and timing, BFI El Salvador can coordinate:

Ocean freight
Consolidated cargo
Professional packing
Customs clearance

Bring Home More Than Your Degree! Bring Home the Life You Built Abroad
Completing your education abroad is one of life’s greatest achievements. Returning to El Salvador should be equally exciting not complicated or stressful.
My name is Titi Ortiz, and before joining BFI El Salvador as a Relocations & Sales Executive, I spent four and a half years studying in Mexico.
Living abroad was an incredible and transformative experience. Adapting to another culture, meeting people from different backgrounds, creating new connections, and becoming more independent helped me grow both personally and professionally. It also opened doors to opportunities I had never imagined.
Four and a half years abroad represents much more than a period of study. During that time, your apartment becomes your home, and the belongings you collect become part of your story.
Your Belongings Are Part of Your Journey
When students return to El Salvador, they often face an important decision: what should they do with the furniture, books, clothing, electronics, decorations, gifts, and souvenirs they accumulated while living abroad?
Many consider selling or giving everything away because they assume transporting their belongings will be too difficult or expensive. However, those possessions may represent years of experiences, friendships, travels, achievements, and memories.
As I reflected during my interview:
“Those belongings are not only material things. They are what made up my home during the time I lived abroad.”
Bringing them back to El Salvador means preserving an important part of your journey and giving those belongings a second life in your new home.
Before selling, donating, or leaving everything behind, let BFI El Salvador evaluate your shipment and explain the relocation options available to you.

Under El Salvador’s Special Law on Migration and Human Mobility, eligible Salvadorans returning from abroad—including qualifying students may receive customs-duty and tax benefits when importing personal belongings.
These benefits are subject to the requirements, documentation, deadlines, and conditions established by Salvadoran authorities. Each case must be evaluated individually before the shipment is dispatched.
Our customs specialists can help you:
Review your situation and potential eligibility
Explain the applicable customs requirements
Identify the documents you may need
Prepare and review your import documentation
Coordinate customs clearance in El Salvador
Reduce delays caused by incomplete paperwork

More Than Moving Boxes
Today, as part of the BFI El Salvador team, I have the opportunity to connect with people from different countries and support them during important transitions in their lives.
That is what makes relocation so meaningful to me.
We are not simply transporting boxes, furniture, or household goods. We are moving the objects that made a place feel like home: the books that accompanied your studies, furniture from your first apartment, gifts from friends, souvenirs from your travels, and belongings connected to unforgettable moments.
Every shipment has a person, a home, and a story behind it.
“These belongings are part of my path in life part of my experience as a student and now as a professional.”
At BFI El Salvador, we understand the emotional and practical value of your belongings. Our goal is to bring them home safely while providing clarity, confidence, and professional support throughout the process.
