A recent regulatory development in Mexico that directly impacts trade operations. On August 28, 2025, the Government of Mexico, through Secretary of Economy Marcelo Ebrard, published a decree in the Official Gazette suspending the temporary importation of finished footwear under the IMMEX program.
This decision comes as a response to the misuse of IMMEX, originally intended for the temporary import of components and raw materials for export manufacturing, which was being applied to finished footwear imports without paying VAT or tariffs. The measure aims to protect Mexico’s domestic footwear industry, safeguard employment, and restore competitiveness.
📌 Key Highlights:
The suspension applies only to finished footwear.
Components and parts of footwear may still be imported under IMMEX, provided they undergo processing in Mexico.
Finished footwear must now enter under the definitive import regime, subject to tariffs (minimum 25%) and VAT.
This policy is expected to reduce contraband practices, support national producers, and preserve thousands of jobs.
